Ramón Sierra Alcalá, Founder & Portfolio Manager

 

Ramón is the Founder and Portfolio Manager of Congressional Alfa Fund, a Luxembourg Reserved Alternative Investment Fund (RAIF) structured as a société en commandite par actions (SCA). He brings a strong foundation in financial reporting, regulatory compliance, and investment operations, developed through hands-on experience in the Luxembourg asset management ecosystem.

 

Prior to launching Congressional Alfa Fund, Ramón worked within the fund services industry in Luxembourg, where he gained expertise in financial and regulatory reporting, fund accounting, and governance. His professionalism and commitment to excellence have been recognized by senior industry leaders, including a written recommendation from the former Head of Financial & Regulatory Reporting and Domiciliary at State Street Bank International GmbH, Luxembourg Branch.

 

Having relocated to Luxembourg in 2019, Ramón has demonstrated both entrepreneurial drive and disciplined financial management. Starting with limited personal resources, he has built meaningful capital reserves and industry relationships, laying the groundwork for the launch of Congressional Alfa Fund. This progression reflects his resilience, focus, and long-term vision as an emerging investment manager.

 

At Congressional Alfa Fund, Ramón is responsible for the design and oversight of the Fund’s investment strategy, portfolio management process, and risk framework. His objective is to deliver differentiated alpha to professional investors by systematically replicating public disclosures of U.S. congressional trades with institutional-grade execution and discipline.
